Eighty percent of Ukrainians say their country should continue striking Russian oil refineries even if the United States stops or reduces its assistance. Only 11% of respondents believe the attacks should end, while 8% remained undecided on the matter.
The Kyiv International Institute of Sociology conducted the study through telephone interviews from October 16 to 25, 2026. The sample included 828 adult citizens aged 18 and older living in government-controlled regions across Ukraine. Residents of territories outside Kyiv's control were not part of the survey.
The poll also measured public willingness to endure the conflict. Sixty-three percent of participants said they are prepared to continue fighting for as long as necessary. Another 5% specified a one-year timeline, and 21% indicated a shorter period ranging from a few months to half a year. The remaining 11% had no firm answer.
KIIS reported a formal statistical margin of error that did not exceed 4.4% for indicators near 50%, calculated at a 0.95 probability level with a design effect of 1.3. The margin was 3.8% for indicators near 25%, 2.7% for those near 10%, and 1.9% for those near 5%.
The institute noted that wartime conditions introduce systematic deviations beyond the formal margin of error. KIIS has previously outlined factors that may affect the quality of survey results during active conflict.
